President Murmu Approves SHANTI Bill, Allows Private Companies in Nuclear Sector.
President Droupadi Murmu has given assent to the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, passed by Parliament during the Winter Session, according to a government notification issued Saturday.
The SHANTI Bill replaces all existing civil nuclear laws, including the Atomic Energy Act, 1962, and the Civil Liability for Nuclear Damage Act, 2010, both of which had limited private sector involvement. The new legislation opens India’s civil nuclear sector to private companies and joint ventures, allowing them to build, own, operate, and decommission nuclear power plants under a government license.
Key strategic activities such as uranium and thorium mining, isotope enrichment, reprocessing of spent fuel, high-level radioactive waste management, and heavy water production will remain under the control of the central government or government-owned entities.
The SHANTI Bill is aimed at boosting investment, accelerating nuclear energy expansion, and promoting technological innovation, while ensuring the government retains oversight of critical nuclear operations.
