India and Maldives Are Partners in Progress, Not Just Neighbours: PM Modi in Malé.
Prime Minister Narendra Modi on Friday reaffirmed India’s deepening ties with the Maldives, announcing a $565 million line of credit to support infrastructure and development projects in the island nation. Addressing a joint press conference with Maldivian President Mohamed Muizzu in Malé, PM Modi underscored the long-standing and evolving partnership between the two countries, calling India “the Maldives’ most trusted friend.”
“Today, we are not just neighbours; we are co-travellers on the journey of development,” PM Modi said, highlighting the 60th anniversary of diplomatic relations between the two nations. “Our ties are older than history and as deep as the Indian Ocean,” he added.
Major Announcements and Strategic Outcomes
The visit marked a turning point in India-Maldives ties, which had witnessed strains in recent years. PM Modi’s state visit, which coincides with the Maldives’ 60th Independence Day celebrations, saw a number of significant developments:
Extension of a $565 million (approx. ₹4,850 crore) Line of Credit to support key infrastructure projects aligned with Maldivian priorities.
Inauguration of strategic development projects, including a roads and drainage system in Addu City and six community development initiatives.
Handover of 3,300 social housing units in Hulhumalé under India’s buyers’ credit facilities.
Delivery of 72 vehicles and equipment for public service use.
Launch of India-Maldives Free Trade Agreement (IMFTA) negotiations and efforts to finalise a bilateral investment treaty.
Local currency trade initiative, enabling direct rupee-rufiyaa settlements to boost commerce.
Adoption of UPI-based payment systems to strengthen tourism and retail sectors.
Both leaders also released commemorative stamps featuring traditional boats, symbolising shared maritime heritage and cultural bonds.
Defence, Disaster Response, and Connectivity
PM Modi reiterated India’s commitment to enhancing Maldives’ defence and security capabilities. “Mutual cooperation in this field is a testament to our trust,” he said, pointing to the inauguration of the Maldives Defence Ministry building — constructed with Indian assistance — as a “concrete symbol” of bilateral trust.
India, he noted, has consistently stood by the Maldives as a “First Responder” during crises, including the COVID-19 pandemic and natural disasters.
Further, Modi highlighted the progress of key connectivity and infrastructure initiatives such as:
The Greater Malé Connectivity Project
Addu Road Development
Redevelopment of Hanimaadhoo International Airport
Introduction of inter-island ferry systems, which he said would redefine travel across the Maldives.
“These projects are not just infrastructure — they are bridges of opportunity,” PM Modi said.
Resetting Ties After Political Turbulence
PM Modi’s two-day visit to the archipelago nation comes months after President Muizzu assumed office in 2023, following a campaign that included the controversial ‘India Out’ rhetoric. The visit marks a diplomatic reset, with both nations signalling a forward-looking partnership.
In a rare gesture, President Muizzu personally welcomed PM Modi upon his arrival at Velana International Airport. A ceremonial welcome, including a 21-gun salute and cultural performances, was held at Republic Square.
PM Modi also met with senior members of the Maldivian Cabinet and reaffirmed India’s support for the Maldives’ development, stability, and sovereignty.
Looking Ahead
As India strengthens its maritime outreach in the Indian Ocean region through its “Neighbourhood First” policy and MAHASAGAR (Indo-Pacific maritime cooperation) vision, the Maldives remains a critical partner.
“India will continue to stand shoulder to shoulder with the Maldives — in prosperity and adversity, as a reliable friend and partner,” PM Modi declared.
