Fuel Ban on Overaged Vehicles in Delhi-NCR from November 1 After Backlash Delay.

Just days after the Delhi government rolled back its ban on refuelling older vehicles, a new order issued Monday confirmed that the “no fuel” rule will now be enforced across Delhi-NCR from November 1.

The restrictions will apply to diesel vehicles older than 10 years and petrol vehicles older than 15 years, classified as end-of-life (EOL) under current environmental regulations. From November 1, these vehicles will not be allowed to refuel at petrol stations in Delhi, as well as in Gurugram, Faridabad, Noida, Ghaziabad, and Sonipat.

The revised rollout comes after the Commission for Air Quality Management (CAQM) held a meeting on Tuesday, responding to a request from the Delhi government to review the July 1 deadline. The commission agreed to delay implementation and enforce the policy simultaneously across all six NCR cities.

The original July 1 ban had triggered widespread public backlash. The Delhi government, under fire from vehicle owners and civil society groups, suspended the move — citing the need for a more practical approach. Environment Minister Manjinder Singh Sirsa said a revised mechanism was being considered that balanced environmental goals with public sentiment.

Criticism peaked after India Today reported how the sudden ban clashed with India’s ethos of sustainability and repairability, labelling the move “un-Indian.”

Delhi Lieutenant Governor VK Saxena also intervened, writing to Chief Minister Rekha Gupta urging a pause. Saxena argued that such abrupt policies were unfair to the middle class, many of whom had spent their life savings on vehicles that may still be in good condition despite crossing the age limit.

The original campaign, designed to tackle rising pollution levels, involved automated age-detection cameras at fuel stations and gave traffic police the authority to fine or impound violating vehicles.

With the new November 1 date set, the government aims to implement the plan with broader consensus and better readiness across Delhi-NCR.
