Quad Denounces Pahalgam Terror Attack, Backs India’s Call for Justice.

In a strong show of solidarity with India, the foreign ministers of the Quad — India, the United States, Japan, and Australia — have unequivocally condemned the April 22 terrorist attack in Jammu and Kashmir’s Pahalgam, which claimed the lives of 26 civilians. The group called for swift and decisive action against those responsible.

In a joint statement issued after their meeting in Washington, the Quad ministers urged that the perpetrators, organisers, and financiers of the attack be brought to justice without delay, and called on all UN member states to fulfil their international obligations and assist investigations.

“We condemn in the strongest terms the terrorist attack in Pahalgam,” the statement said. “We urge all UN member states to cooperate actively with relevant authorities in accordance with international law and UN Security Council resolutions.” The Quad also expressed condolences to the families of the victims and wished a full recovery to those injured.

Reaffirming Commitment to Counterterrorism
The statement reaffirmed the Quad’s firm stance against terrorism in all forms, including cross-border terrorism, and pledged deeper cooperation in counterterrorism efforts.

“The Quad unequivocally condemns all acts of terrorism and violent extremism in all its forms and manifestations,” the ministers said, renewing their commitment to collective action against global terror threats.

Jaishankar at Quad Meeting 2025
The condemnation came during the 2025 Quad Foreign Ministers’ Meeting, hosted by the United States at the Department of State in Washington. External Affairs Minister S. Jaishankar, U.S. Secretary of State Marco Rubio, Japan’s Foreign Minister Takeshi Iwaya, and Australian Foreign Minister Penny Wong were in attendance.

The ministers discussed regional and global security challenges, with a strong focus on counterterrorism. On the sidelines of the Quad meeting, Jaishankar met Rubio for bilateral talks, reviewing the India-U.S. strategic partnership and discussing recent developments, including India’s response to the Pahalgam attack.

“The world must show zero tolerance for terrorism,” Jaishankar said. “India will exercise its right to defend its people, and we expect our Quad partners to appreciate and support that.”

April 22 Attack and India’s Response
The Pahalgam terror attack took place on April 22, when militants opened fire on tourists at the Baisaran meadow, killing 26 and injuring many more. Investigations have linked the assailants to Pakistan-based terror groups.

In retaliation, India launched Operation Sindoor on May 7, targeting nine terror facilities across Pakistan and Pakistan-occupied Kashmir in precision strikes. Pakistan responded the following night with drone and artillery attacks on Indian border positions in Jammu & Kashmir and Punjab. India repelled the assaults and carried out counterstrikes.

After three days of military escalation, New Delhi and Islamabad agreed to a ceasefire following direct military talks.
