Himachal Faces Existential Threat from Environmental Damage, Warns Supreme Court
The Supreme Court has issued a stark warning to Himachal Pradesh, cautioning that the state could “vanish into thin air” if environmental degradation continues unchecked. A bench of Justices J B Pardiwala and R Mahadevan made the observation on July 28 while hearing a petition challenging a June 2025 state notification that declared several regions as “green zones” to restrict construction.
“Revenue cannot be earned at the cost of the environment. If things proceed the way they are now, the day is not far when Himachal Pradesh may disappear from the map,” the bench said, urging both the state and central governments to act urgently. The petition had contested a Himachal Pradesh High Court order that upheld the notification. The Supreme Court backed the High Court’s stance, calling the state’s move essential to limit unregulated development.
The court blamed increasing landslides, collapsing roads, and frequent infrastructure failures largely on human activity. “Nature is clearly reacting to the damage being done,” the bench said. It cited expert reports highlighting the key causes of degradation: unchecked hydropower projects, aggressive road expansion, deforestation, and rampant multi-storey construction. Poorly planned infrastructure, such as tunnels and dams, has further destabilized the fragile Himalayan ecosystem.
The court noted rising temperatures, erratic snowfall, and more frequent extreme weather events as signs of climate distress. Though hydropower remains vital to the state’s economy, its large-scale development comes at a high environmental cost, the bench said. Forest fires, encroachment, overgrazing, and unregulated urban growth were also flagged. The court further warned that unchecked tourism could put immense strain on both ecological and social systems.
“With over 66% forest cover, Himachal’s natural wealth is under threat from greed and negligence,” the court remarked, calling for all Himalayan states to collaborate on sustainable development. “It is high time Himachal Pradesh pays attention to what we have observed and begins taking action in the right direction,” the bench concluded.
