ECI Warns Bengal Officials After SIR Forms Distributed in Public Places.

The Election Commission of India (ECI) has received several complaints from political parties in West Bengal alleging that Booth Level Officers (BLOs) have been distributing Special Intensive Revision (SIR) forms at tea stalls, local clubs, street corners, and schools — in violation of the poll body’s rules.

The Commission’s guidelines mandate that BLOs must deliver the enumeration forms only through door-to-door visits. However, reports of forms being handed out in public have left the state’s Chief Electoral Officer (CEO) embarrassed.

Poll Body Issues Strict Warning

Following the complaints, the ECI has issued a stern warning to all senior election officials and district administrations to strictly adhere to the rules. District Magistrates have been told to remain extra vigilant, and the Commission has hinted at disciplinary action if any further lapses are found.

BLOs have been reminded that the forms must be distributed personally to voters at their homes to ensure proper verification and assistance. “This task must not be carried out anywhere else,” the Commission reiterated.

‘Adopt the Bihar Model’

The ECI has also instructed Bengal’s election authorities to follow the Bihar model — under which BLOs visit each household, explain the form-filling process, and resolve voter queries. To monitor compliance, a district-level control room will be set up, and one BLO supervisor will oversee every 10 booths.

Reaffirming its position, the ECI said the reminders were meant to prevent any future violations and ensure that the SIR exercise is conducted transparently and professionally across West Bengal.
