SIR Notices Issued to Jaishankar, Ex-Army Chief and CBI Director in Delhi

Union Minister S Jaishankar and his wife Kyoko Jaishankar are among several prominent voters who have received notices as part of the Election Commission’s Special Intensive Revision (SIR) of electoral rolls in Delhi.

The verification exercise has flagged records of several politicians, senior government officials and their family members over issues ranging from unlinked previous-roll records to discrepancies in names and family details.

Former Delhi Deputy Chief Minister Manish Sisodia and his family, CBI Director Praveen Sood and his family, former Army Chief General Upendra Dwivedi and his wife, and former Supreme Court judge Ranjana Desai and her family are also among those who have received notices.

Delhi’s Chief Electoral Officer has clarified that receiving an SIR notice does not automatically mean that a voter’s name will be deleted.

The CEO said system-generated notices were being issued to facilitate correction of voter data in ECINET. No voter’s name can be deleted without an opportunity to be heard and a reasoned, appealable order.

JAISHANKAR, SOOD AND DWIVEDI RECORDS FLAGGED

Jaishankar and his wife have been placed in the “unmapped with last SIR” category. This indicates that their current electoral details could not be linked to the rolls prepared during the previous revision in 2002.

Both are registered voters in the Sunder Bagh electoral part of the New Delhi Assembly constituency.

CBI Director Praveen Sood, his wife Vanita Sood and his mother Kamlesh Sood have also been categorised as “unmapped with last SIR”.

Former Army Chief General Upendra Dwivedi and his wife Sunita Dwivedi are also on the list and are registered voters in the New Delhi Assembly constituency.

SISODIA FAMILY ALSO RECEIVES NOTICES

Former Delhi Deputy Chief Minister Manish Sisodia and members of his family have been issued notices as part of the verification exercise.

Sisodia’s notice does not mention a specific reason. His wife Seema Sisodia has been flagged for a “self-name mismatch”, while their son Meer Sisodia has received a notice citing a “parent-name mismatch”.

FORMER SUPREME COURT JUDGE, CPM MP’S FAMILY FLAGGED

Former Supreme Court judge Ranjana Desai and three members of her family have been placed in the “unmapped with last SIR” category.

The list includes her husband Prakash Desai, their son and advocate Mike Desai, and daughter-in-law Sakshi Desai.

The family of CPM MP John Brittas has also been flagged. His wife Sheba Brittas received a notice over a self-name mismatch, while their son Anand Brittas was flagged over a parent-name mismatch.

Both are registered voters in the New Delhi Assembly constituency.

SENIOR OFFICIALS AMONG THOSE FLAGGED

The SIR exercise has also resulted in notices being issued to several serving and retired bureaucrats.

Foreign Secretary Vikram Misri, SEBI Chairman Tuhin Kanta Pandey, Principal Scientific Adviser to the Prime Minister Ajay Kumar Sood and Health Secretary Punya Salila Srivastava are among those listed as “unmapped with last SIR”.

The list also includes Fisheries Secretary Abhilaksh Likhi, his wife and Ex-Servicemen Welfare Secretary Sukriti Likhi, Fertiliser Secretary Rajat Kumar Mishra and Land Resources Secretary Narendra Bhooshan.

Expenditure Secretary Vumlunmang Vualnam has also been flagged, while Comptroller and Auditor General K Sanjay Murthy received a notice over a parent-name mismatch.

WHAT DOES ‘UNMAPPED WITH LAST SIR’ MEAN?

A voter is classified as “unmapped with last SIR” when their current electoral details cannot be linked to the corresponding entry in the previous revision of the electoral roll.

Voters whose records have been flagged are required to respond to the notices and, where necessary, submit documents to the concerned Electoral Registration Officer.

The Election Commission has made clear that receiving a notice does not mean that a voter has been declared ineligible or that their name will automatically be removed.

The Electoral Registration Officer will consider the voter’s response and supporting documents before taking a decision.

The disposal of the notices is scheduled to be completed by October 29, with the final electoral roll due to be published on November 4.

KEJRIWAL FAMILY ALSO UNDER SIR SCRUTINY

The latest notices come days after former Delhi Chief Minister and AAP chief Arvind Kejriwal and four members of his family were placed in the “unmapped with last SIR” category.

Kejriwal, his wife Sunita Kejriwal, father Gobind Ram Kejriwal, mother Gita Devi and 25-year-old son Pulkit Kejriwal were among 110 voters flagged in a segment of Assembly Constituency 40, covering the New Delhi constituency.

The New Delhi Electoral Registration Officer said their enumeration forms did not contain all the details needed to establish links with electoral rolls from the previous revision in their respective states.

REKHA GUPTA’S RECORD VALIDATED

Delhi Chief Minister Rekha Gupta also received an SIR notice, but her case concerned an age discrepancy rather than an unmapped record.

Following physical verification by a Booth Level Officer, election authorities said her documents and electoral details had been verified.

Her electoral entry was subsequently validated and is set to be included in the final roll for Assembly Constituency 14, Shalimar Bagh, which is scheduled to be published on November 4.

The notices are part of the ongoing electoral-roll verification process in Delhi, with election authorities giving affected voters an opportunity to clarify discrepancies before the final rolls are prepared.
