US Imposes Cyber-Related Sanctions on Russia- and UAE-Linked Individuals and Entities

The United States on Tuesday imposed cyber-related sanctions on four individuals and three entities, including actors based in Russia and the United Arab Emirates, according to the US Treasury Department.

In a statement, the Treasury said those designated were involved in the “acquisition and distribution of cyber tools harmful to US national security.” In a parallel action, the US State Department announced that one of the individuals and two of the sanctioned entities were also designated under the Protecting American Intellectual Property Act (PAIPA), citing their alleged connection to the theft of trade secrets from US persons.

The sanctions stem from a US investigation into the illicit sale of sensitive cyber capabilities. Authorities said a former executive at L3Harris, Peter Williams, sold proprietary information to a Russia-linked buyer for approximately $1.3 million.

Williams pleaded guilty last year to two counts of theft of trade secrets. The US Justice Department said he removed “at least eight sensitive and protected cyber-exploit components” from his workplace and transferred them to what prosecutors described as “a Russian cyber-tools broker.”

An exploit is a form of code designed to take advantage of software vulnerabilities, often used in cyber operations involving espionage, data theft, or system disruption.
