Govt Launches EPFO Employee Enrollment Scheme 2025, Unveils EPFO 3.0 Platform for Smarter, Digital Access.
The Indian government has launched the Employee Enrollment Scheme 2025 to encourage employers to voluntarily declare and enrol all eligible employees under the Employees’ Provident Fund Organisation (EPFO). The scheme, which came into effect on November 1, 2025, aims to boost workforce formalisation and simplify compliance for businesses.
Under the initiative, employers who failed to deduct the employee’s share earlier will now be exempted from paying that amount. Instead, they will only be required to pay a nominal penalty of Rs 100 per employee, making it easier for firms to regularise workers without facing heavy financial burdens.
Announcing the scheme on EPFO’s 73rd Foundation Day, Union Minister for Labour & Employment and Youth Affairs & Sports Mansukh Mandaviya said the initiative reaffirms the government’s commitment to social security and ease of doing business.
“EPFO is not merely a fund – it represents the trust of India’s workforce in social security,” Mandaviya said.
New Digital Push: EPFO 3.0 and Redesigned Website
The minister also unveiled EPFO’s revamped website — www.epfo.gov.in
— featuring a more intuitive design, streamlined navigation, and improved accessibility for members, employers, and pensioners.
Mandaviya further announced the rollout of EPFO 3.0, a major digital upgrade aimed at enhancing efficiency and user experience. The new system will integrate with UPI and ATM networks, allowing subscribers to directly access and withdraw their EPF funds using secure Aadhaar or PIN-based authentication.
What EPFO 3.0 Will Offer
While full operational details are awaited, experts say EPFO 3.0 could transform how subscribers manage their provident fund accounts. Key highlights expected include:
Instant UPI Withdrawals: Members may soon withdraw funds directly through UPI apps or ATMs, without paperwork.
Simplified Compliance: Employers will benefit from easier processes under the Viswas Scheme and updated withdrawal categories.
Integrated Financial Access: Linking EPF accounts to the digital ecosystem will align with the Digital India mission and promote financial inclusion.
EPFO also signed MoUs with India Post Payments Bank (IPPB) for digital life certificate submission and with Government e-Marketplace (GeM) for data sharing, strengthening digital service delivery.
